I would suggest you to do a approach as below.
- Create a program objects either VBScript ot Java Script which uses the query above to extract the information needed above(Active users).
- Push this information in to a flat file (csv).
- Schedule the program object once for every Half an hour so that your extracted flat file will always hold latest information always
- On top of the flat file you can create a report and schedule it to run synchrinized with Flat file extraction (After 5 mins of flat file extraction)
